Summary of the House Committee Version of the Bill

SB 1068 -- PHARMACY REBATES FUND

SPONSOR:  Mayer (Sater)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Health
Care Policy by a vote of 8 to 0.

This bill creates the Pharmacy Rebates Fund for use in the MO
HealthNet Pharmacy Program.  Any money received by the state from
pharmaceutical manufacturer rebates as required by federal law or
state supplemental rebates as specified in Medicaid state plan
amendments must be deposited into the fund and can only be used
in the MO HealthNet Pharmacy Program.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of $23,428
in FY 2009, FY 2010, and FY 2011.  No impact on Other State Funds
in FY 2009, FY 2010, and FY 2011.

PROPONENTS:  Supporters say that states are required to have the
rebate program, and the bill will ensure that all rebate moneys
will be used in the MO HealthNet Pharmacy Program

Testifying for the bill were Representative Swinger for Senator
Mayer; Pharmaceutical Research and Manufacturers of America; and
Department of Social Services.

OPPONENTS:  There was no opposition voiced to the committee.
